Operator and Licence
VOLNA is operated by Carrer N.V., a company registered in Curaçao under number 150421. The casino holds a licence from the local regulator — the Curaçao Gaming Authority (licence number OGL/2024/570/0396, issued 4 June 2025). The certificate is confirmed for the domain and has Active status as of the October 2026 check.
A Curaçao licence permits the organisation of online gambling but does not provide legal protection to players from countries with their own regulators. The casino is not licensed by the Latvian State Revenue Service (VID) to operate in the country. Participation by Latvian players in interactive gambling without a Latvian licence is prohibited by local law; a natural person faces a fine of €70 to €350 for violations. VID restricts access to the sites of unlicensed operators, so the VOLNA domain may be blocked. If a bank detects a payment to an offshore gambling site, it has the right to decline the transaction.
Legal Status and Risks for Players from Latvia
Playing at VOLNA carries legal and financial risks for residents of Latvia. Since the casino is not in the VID register of licensed operators, it is not subject to supervision by the Latvian regulator. This means that a dispute with the casino cannot be resolved through Latvian state authorities, and access to the site may be terminated at any time by decision of VID.
The self-exclusion register maintained by VID does not apply to offshore sites. If you have added yourself to this register, VOLNA is not obliged to check your status and may accept your registration. Latvian banks — Swedbank, SEB, Luminor, Citadele — have the right to refuse transfers to the accounts of unlicensed gambling operators. Before depositing, check with the casino cashier which methods are available for your specific account and verify the possibility of withdrawal using the same method.
Game Catalogue
VOLNA combines slots, several types of roulette, table games and live shows. The casino also offers video poker and dice. We do not give an exact catalogue size: official pages state different numbers (from four to fourteen thousand games). For selection purposes, the availability of a specific game and its accessibility in your account matters more.
For roulette, it is useful to first check the table variant and the betting range. In live games, the pace of the round and the decision time are also important. To familiarise yourself with slots, VOLNA offers a demo mode — you can launch a machine without registration or deposit. The list of providers and specific game titles is best explored on the casino site: we have not tested the catalogue from the inside and cannot guarantee the list is up to date.
Welcome Offer €1500 + 250 FS
The VOLNA card shows a package of €1500 + 250 free spins. The casino's public page describes other rouble promotions with different minimum deposits and percentages. Their terms do not disclose the rules of the euro offer, so check the details directly with the casino before registering.
First, check how many deposits the package is awarded for and what amount is required for each part. Then find out the wagering requirement period, its base (deposit amount plus bonus or bonus only), maximum bet and winning limit. For free spins, the slot, activation period and withdrawal conditions for winnings from free spins are important. This way it will be clear which part of the offer you actually intend to use and how much time it will take to meet the conditions. Detailed information about other welcome bonuses at casinos can be found in the relevant section of our site.
Status Levels and Cashback
VOLNA links privileges to player level and advertises cashback of up to ten per cent. The public description contains status withdrawal limits and cashback wagering requirements, but this data has not been verified in the account and may depend on the chosen promotion. The detailed current table should be opened before activating the loyalty programme.
Do not confuse the withdrawal limit with the payout time. Even a high daily limit does not indicate how long request processing and money transfer will take. The casino claims processing within twenty-four hours, but this is an advertising promise, not a guaranteed speed of crediting funds to your account.
Payments and Currency
Latvia's currency has been the euro since 1 January 2014. The VOLNA site describes Visa and Mastercard cards, e-wallets (Skrill, Neteller), Paysafecard, Trustly and cryptocurrencies. The casino's partner page also displays logos for Apple Pay and Google Pay, open banking systems and various digital coins.
Which options are available from Latvia needs to be determined in the cashier. The set of methods depends on the account country and may differ from the advertising showcase. Check the possibility of withdrawal using the method you plan to deposit with. Latvian banks have the right to decline payments to unlicensed gambling sites, so before your first deposit make sure the chosen method accepts and returns money without blocks. The fintech service Revolut (Lithuanian banking licence) and payment company Paysera are popular in Latvia, but their policy regarding offshore casinos may change.
Mobile Version and Support
VOLNA offers mobile access and claims round-the-clock chat. The casino mentions mobile phone apps, but we have not installed them and have not checked their availability in the official App Store or Google Play stores. The primary option remains the smartphone browser: the site is adapted for small screens, and you can register, deposit and launch a game without a separate programme.
The casino interface is available in Russian and English. Contact methods for the support service are best clarified on the site: we have not tested response time and operator qualifications. If a dispute arises with the casino, remember that the Latvian regulator does not consider complaints about offshore sites. We have not found an independent complaint procedure through the Curaçao licensor in the available documents.
Editorial Rating and Conclusions
For the VOLNA domain, a Curaçao Gaming Authority certificate with operator Carrer N.V. has been found. At the casino itself, the choice of table and live formats, the availability of demo mode and several bonus offers are of interest. Before depositing, two practical questions remain: the full terms of the euro package and the payment methods available to your specific account.
The editorial expert rating is seven out of ten. The rating reflects conflicting quantitative data about the catalogue, the absence of verified legal and cashier rules, the mismatch between the card offer and public promotions, and the lack of confirmation of some contacts. An honest practical conclusion: before depositing, obtain the current terms of the chosen welcome promotion and your withdrawal method, separately verify the permissibility of registration by country, and find out the complaint procedure.
